A State Official asked me to remind coaches and athletes of a rule regarding their bib numbers.

Rule 4-3-1-b1 state that "When numbers are used, each competitor shall wear his/her assigned, unaltered contestant number."

That means don't fold the pull tag under the number and don't fold up the number so that it's smaller on your chest.
